 The Warwick Sewer Authority (WSA) strongly encourages homeowners whose properties are connected to sewers to contact the WSA at the first sign of trouble with their sewer system.  WSA inspectors are available to respond to a customer’s call and will investigate the nature of the problem.  If the problem can be traced to the public sewer collection system, WSA will make the necessary repairs and improvements to the system.  If it is determined that the public sewer system is functioning properly, WSA inspectors may be able to assist homeowners in addressing problems with their private service connection.

Wastewater Discharge Permit Application Forms

The Warwick Sewer Authority’s (WSA) Industrial Pretreatment Program (IPP) permits an assortment of industrial and commercial facilities located within the City of Warwick. You don’t have to be an industry to have materials of concern in your wastestream. Our IPP must also consider chemicals stored and/or used in non-wastewater related processes at your facility; these chemicals have “potential” to be discharged accidentally to our collection system and must be stored and disposed of properly.

The WSA’s IPP has developed several different Wastewater Discharge Permit Applications that allow us to properly characterize the wastestreams of various, diverse, industrial and commercial facilities. Some applications are very specific in targeting key items of concern associated with a particular type of business or businesses. Other applications are more generic in questioning and thus cover an assortment of businesses.

Please review the application descriptions and examples of businesses provided in the table below to determine the Wastewater Discharge Permit Application which is best suited for your business/operations. Please note that the examples provided in the table are not all inclusive of the types of businesses permitted by the WSA. Examples are meant merely to provide a guide in determining the most appropriate application for your use. This application should be used by any facility which meets one of more of the following criteria:

 

Business is subject to Categorical Pretreatment Standards under 40 CFR

 

Business discharges an average of >25,000 gallons per day of process wastewater or contributes a process wastestream which makes up to five percent (5%) or more of the average dry weather hydraulic or organic capacity of the Treatment Facility

 

Business has a reasonable potential, in the opinion of the Authority, to adversely affect the operation of the Treatment Facility and/or to violate any Pretreatment standard(s) or requirement(s).

Electroplating, Copper Forming & Etching Facilities, Refiners, Hospitals, High-flow Processing Plants, Facilities using Heavy Metals and/or Cyanide in their operations

Industrial Pretreatment Program - General Considerations

Wastewater Discharge Permits
The Federal Government, through the provisions of the General Pretreatment Regulations (40CFR part 403), requires that the local Authority (Warwick Sewer Authority) establish procedures for enforcement of pretreatment standards and requirements.  As part of this program it is necessary to conduct a survey to determine the type, location, size, nature of water use and characteristics of discharges to the Warwick Wastewater Treatment Facility.  In accordance with the Resolution adopted by the City of Warwick's Sewer Authority, dated January 8th, 1984, a Wastewater Discharge Permit Application was developed.

The purpose of the Wastewater Discharge Application Form is to provide information for the Authority to determine whether the commercial facility shall be required to obtain a Wastewater Discharge Permit.  Permits are site-specific and non-transferable.
Businesses are required to obtain an industrial wastewater discharge permit application from the Warwick Sewer Authority's (WSA) Industrial Pretreatment Program (IPP).  The application must be completed and submitted to the WSA, along with the application fee within 30 days of receipt of the materials.

Businesses must obtain a wastewater discharge permit through the IPP prior  to Certificate of Occupancy.

Sampling Manhole
All new commercial developments within the City of Warwick must provide the WSA with a 24-hr accessible manhole for sampling and inspections.  The manhole must afford discreet access to the process wastestream of the facility prior to any dilution from other wastestreams located on-site.

Food Preparers and Food Processors
Businesses engaged in food preparation and/or those commercial facilities equipped with a kitchen/cafeteria must have appropriate grease removal equipment on-site. Appropriately sized internal grease traps or external grease interceptors are allowed.  Grease removal devices (GRDs) are not recommended.  Enzyme systems are prohibited from use within the City.

Businesses must maintain current records of the cleaning frequency of the grease removal system. These records must be stored in a conspicuous location and be made readily available at the time of an inspection. Additionally, should the WSA deem necessary, the facility may be required to self-monitor their wastestream for conventional pollutant levels. 

Lint Traps
All laundry facilities must be equipped with an appropriately sized lint trap(s).

Swimming Facilities
The industry must obtain approval for connection of a swimming pool to the sewer collection system.

Car Washes
Car Washes must be equipped with an oil/water separator or equivalent mechanism of removing dirt/grit and oil.

 

Flood Mitigation Efforts

In the Spring of 2010, flood waters from the Pawtuxet River inundated the Warwick Sewer Authority's advanced wastewater treatment facility at 125 Arthur W. Devine Boulevard and several of its remote pumping stations. Since then, WSA, in conjunction with the engineering firm AECOM, has developed a series of flood mitigation efforts meant to increase our ability to continue to provide sanitary sewer service to the citizens of Warwick during significant rainfall and flooding events.

Listed below are several documents detailing the effects of the flooding of 2010, and our plans to improve the levee and interior drainage system at the facility, elevate or relocate critical pumping stations, and modify affected structures to protect against future flooding.
